Gwamnatin jihar Kano da ke arewacin Najeriya ta ce ba za ta iya biyan mafi kankantar albashi na kasa ba, wato naira 30,000.
Gwamnatin ta ce duba da halin matsin tattalin arziki da ake ciki zai yi matukar wuya ta iya biyan albashin na watan Maris wanda daman matakin wucin gadi ne aka dauka.
Kwamishinan yada labarai, Malam Muhammad Garba ne ya sanar da hakan a sanarwar da ya aikewa manema labarai, ya kara da cewa raguwar kasafin da gwamnatin tarayya ke bai wa jihohi shi ya janyo hakan, wanda zai yi wuya gwamnatin Kano ta iya fara biyan sabon albashin.
Malam Garba ya ce a watan Maris da ya wuce gwamnatin jihar Kano ta karbi tallafin kasafin Naira biliyan 12, 400, 000, 000 daga gwamnatin tarayya, wanda Naira biliyan 6, 100, 000, 000, 000 shi ne na ta, ya yin da kananan hukumomi 44 da ake da su a jihar suka dauki Naira biliyan 6, 300, 000, 000.
Kwamishinan ya kara da cewa idan har gwammanati na son biyan mafi kankantar albashi ga ma’aikata, to ta na bukatar karin biliyoyin naira wanda a halin yanzu babu sukunin yin hakan.
Sanarwar ta kara da cewa lokacin da shugabannin ‘yan kwadago suka tattaunawa da gwamnati a watan Mayun bara, sun fahimci cewa biyan ma’aikata sabon albashin, ya danganta ne ga abin da gwamnati ta samu na kasafin kudi.
Malam Garba ya ce idan an tuna a watan Nuwamba da Disambar bara, an dauki kwatankwacin irin wannan matakin na wucin gadi, lokacin biyan albashin ma’aikatan sakamakon rashin samun isassun kudaden shiga ga gwamnati.
Amma gwamnati ta biya ma’aikata cikakken albashi a watan Junairu da Fabrairu lokacin da abubuwa suka inganta.
Sanarwar ta ce idan ba a manta ba, jihar Kano ta na daga cikin jihohin Najeriya na farko da suka fara amincewa da biyan mafi kankantar albashi ba tare da bata lokaci ba, wanda ya kamata ace kungiyar kwadago ta yi la’akkari da shi.
Ka mata ya yi ace sun yi duba da hadin kan da gwamnatin jihar Kano ta yi tun da fari, su yi mata uzuri saboda tsunduma yajin aiki a wannan lokaci ba shi ne zai magance matsalar ba.
A karshe sanarwar ta ce gwamnatin jiahr Kano na da kyakkyawar alaka da kungiyar kwadago da ma’aikata a jihar, kuma ta tabbatarwa da ma’aikatan cewa za a ci gaba da biyansu albashin da zarar lamura sun daidaita.
“The drop in federal allocation for the period under review has made it difficult for the government to implement the new salary package,” he said.
The state chapter of the Nigerian Labour Congress (NLC) had given the government a seven-day ultimatum to the state government to refund and stop what it described as “illegal deduction” from civil servants’ salaries or face industrial action.
Chairman of NLC in the state, Kabiru Ado Minjibir, gave the ultimatum after an emergency meeting of the State Executive Council on Friday.
He insisted that failure of the government to stop the “unexplained” deduction before the end of its ultimatum on April 6, 2021, workers would embark on a three-day warning strike from the midnight of April 7.
“Given the situation, the organised labour ought to have reason with the government because embarking on strike won’t in any way solve the problem,” the commissioner said.
Malam Garba said for the month of March, the state government received a total allocation of N12, 400,000,000 from the federation account, out of which the state collected N6,100,000,000, while the 44 local governments collected the sum of N6,300,000,000.
The commissioner explained that for the state government to pay the consolidated wages to its workers, it needs additional billions of naira which is currently not available.
He pointed out that at its meeting with the labour union in May 2020, there was an understanding that government would pay workers’ salaries based on percentage of the total disbursement received.
He also recalled that in November/December, last year, “similar necessary but temporary measure was adopted in the payment of workers’ salary as a result of the shortage to keep the government going which was, however, reversed for the months of January and February, after the situation improved.”
He thereafter appeal for the support and cooperation of the labour union and the entire workforce in general to maintain the good working relationship with the government in the interest of industrial harmony.
He further assured workers in the state that they would continue to receive the new package as soon as the situation improves.
